మోడీ డిగ్రీ వివాదం: ఆ వివరాలు బహిర్గతం చేయలేం, హైకోర్టుకు స్పష్టం చేసిన ఢిల్లీ యూనివర్సిటీ

ఢిల్లీ: ప్రధాని మోడీ డిగ్రీకి సంబంధించిన వివరాలను బహిర్గతం చేయలేమని గురువారం ఢిల్లీ యూనివర్సిటీ ఢిల్లీ హైకోర్టుకు తెలిపింది. మోడీ డిగ్రీ వివరాలు తెలపాలని 2016లో సమాచార హక్కు చట్టం ద్వారా నమోదైన పిటిషన్‌కు సమాధానమిస్తూ... తమకున్న పరిమితుల దృష్ట్యా విద్యార్థుల సమాచారాన్ని బహిర్గతం చేయలేమని కోర్టుకు స్పష్టం చేసింది.

తమకు విద్యార్థులతో 'విశ్వసనీయ బంధం' ఉందని.. వారి డిగ్రీలకు సంబంధించిన విషయాలను తెలపబోమని చెప్పింది. పిటిషనర్లు స్వార్థ ప్రయోజనాలనాశించి ఈ మేరకు సమాచారం కోరుతున్నారని ఢిల్లీ యూనివర్సిటీ ఆరోపించింది.

సమాచార కార్యకర్తలు అంజలీ భరద్వాజ్‌, నికిల్‌ డే, అమృత జోహ్రిలు.. ప్రధాని మోడీ డిగ్రీ చదువుకు సంబంధించిన వివరాలను తెలపాలని కేంద్ర సమాచార కమిషన్‌(సీఐసీ)ను కోరారు. దీంతో వివరాలు అందించాలని ఢిల్లీ యూనివర్సిటీకి సీఐసీ ఆదేశాలు జారీ చేసింది.

ఎన్నికల అఫిడవిట్‌లో మోడీ దాఖలు చేసిన వివరాలు (1978వ బ్యాచ్‌ బీ.ఏ డిగ్రీ) పరిశీలించడానికి అనుమతి ఇవ్వాలంటూ యూనివర్సిటీని సీఐసీ కోరింది. అయితే దీనికి యూనివర్సిటీ అంగీకరించలేదు. సీఐసీ ఉత్తర్వులను నిలిపివేయాలని కోర్టులో పిటిషన్‌ వేసింది. దీంతో కోర్టు దీనిపై నిలుపుదల ఉత్తర్వులు జారీ చేసింది.

ఢిల్లీ యూనివర్సిటీయే ఆ వివరాలు బయటపెట్టాలని ఈ యేడాది జనవరిలో తెలిపింది. మరోవైపు కోర్టు నిర్ణయం పట్ల సమాచార కార్యకర్తలు తీవ్ర అసంతృప్తి వ్యక్తం చేశారు. ఇది ప్రజలకు తెలియాల్సిన విషయమని.. ఇలా చేస్తే సమాచార శాఖను నియంత్రించినట్టే అవుతుందని వాపోయారు.

The Delhi University on Wednesday told the Delhi High Court that it cannot disclose the exam records of students who had pursued Bachelor of Arts courses in 1978 – the year in which the varsity claims Prime Minister Narendra Modi had graduated – as it has a fiduciary responsibility towards students.The university was responding to a petition that Right to Information activists Anjali Bhardwaj, Nikhil Dey and Amrita Johri have filed, seeking the court’s permission to be part of the case involving the varsity and the Central Information Commission. The university had challenged a Central Information Commission directive issued in 2016, which allowed the inspection of the university’s records of all students who had graduated in 1978. The university administration invoked the RTI Act’s Section 8(1)(j), which grants exemptions for possible breach of privacy, and Section 8(1)(e), which allows exemptions to disclosure of information because of “fiduciary relationship”.
