పీఎన్‌బీ స్కాం: ‘ఆడిటర్లు, యాజమాన్యానిదే బాధ్యత’,తొలిసారి పెదవి విప్పిన జైట్లీ!

న్యూఢిల్లీ: పంజాబ్ నేషనల్ బ్యాంకులో చోటుచేసుకున్న రూ.11,400 కోట్ల కుంభకోణంపై కేంద్ర ఆర్థిక మంత్రి అరుణ్ జైట్లీ తొలిసారి పెదవి విప్పారు. ఈ కుంభకోణానికి ఆడిటర్లు, మేనేజిమెంట్‌ బాధ్యత వహించాల్సి ఉంటుందని వ్యాఖ్యానించారు.

మంగళవారం ఏడీఎఫ్ఐఏపీ వార్షిక సమాశంలో మాట్లాడుతూ.. పంజాబ్ నేషనల్ బ్యాంకు పేరును కానీ, ఆ బ్యాంకుకు బురిడీ కొట్టి విదేశాలకు చెక్కేసిన ప్రధాన సూత్రధారి నీరవ్ మోడీ పేరును కానీ జైట్లీ ఎక్కడా ప్రస్తావించకుండా జాగ్రత్త పడ్డారు. అవకతవకలను గుర్తించడంలో ఆడిటర్లు విఫలమవుతున్నారంటూ నిందించారు.

బ్యాంకుల్లో అవకతవకలను గుర్తించేందుకు అవసరమైన సిస్టమ్‌ను సూపర్వైజరీ ఏజెన్సీలు రూపొందించుకోవాలన్నారు. ఇలాంటి అవకతవకలను సూపర్వైజరీ ఏజెన్సీలు మొగ్గలోనే గుర్తించి తుంచేస్తే... అవి పునరావృతం కావని ఆర్థిక మంత్రి జైట్లీ వ్యాఖ్యానించారు.

నిర్ణయాలు తీసుకునే అధికారం బ్యాంకు యాజమాన్యానికి ఉన్నప్పుడు దాన్ని సమర్ధవంతంగా ఉపయోగించుకోవాలని, అలాగే లోపాలు బయటపడినప్పుడు అందుకు వారే బాధ్యత వహించాల్సి ఉంటుందని ఏడీఎఫ్ఐఏపీ వార్షిక సమాశంలో జైట్లీ వ్యాఖ్యానించారు.

బ్యాంకుల నిర్వహణపై జైట్లీ ఆగ్రహం వ్యక్తంచేశారు. బ్యాంకుల సిస్టమ్‌ నమ్మకం, రుణగ్రహీత, రుణదాత రిలేషన్‌షిప్‌పై ఆధారపడి ఉంటుందన్నారు. ఆడిటర్లు ఏం చేస్తున్నారు? అంతర్గత, బహిర్గత ఆడిటర్లు ఇలాంటి మోసాలను గుర్తించడంలో విఫలమైతే.. చార్టెడ్ అకౌంటెంట్ నిపుణుల సమర్ధత గురించి తీవ్రంగా ఆలోచించాల్సి ఉందని భావిస్తున్నా అని పేర్కొన్నారు.

In his first remarks on the Punjab National Bank scam that erupted last week, Finance Minister Arun Jaitley on Tuesday appeared to blame the PNB management and auditors for the Rs. 11,300 crore fraud that the celebrity diamond designer Nirav Modi had been able to pull off. Mr Jaitley, who called for additional mechanisms to nip stray cases in the bud, underlined frauds such as the one staring the government-run in its face, not only had a direct cost on the country and the taxpayer but an indirect cost on borrowings and development as well. Mr Jaitley said when bank managements get the authority to take decisions, they are expected to utilise it effectively and in the right manner. The question for the bank management was if they were found lacking.
